REPORT
RECOMMENDATIONS:
1. That Transportation Committee receive the
Chinatown Local Area Parking Study.
|
2. That the Transportation Committee recommend
Council approve the continuation of free on-street parking on Saturdays along
Somerset Street within the limits of the Somerset-Chinatown BIA, as described
in this report.
|

support of the item.
The Committee CARRIED the staff recommendations as presented.
REPORT RECOMMENDATION:
That the Transportation
Committee receive this report for information.

Larry O’Keefe, General Manager, Public
Works responded to questions posed by Committee members.
After a brief discussion, the
report recommendation was then RECEIVED, with the following directions to
staff:
DIRECTIONS TO STAFF
That
staff report back on the following:
a. The
cost of additional cutting (city-wide);
b. The
cost of localized pesticide applications to treat Wild Parsnip;
c. The
effectiveness of applying pesticides as well as the environmental health
implications.
That staff
increase educational awareness/communication about Wild Parsnip on the City’s
website as well as in printed literature.

REPORT RECOMMENDATION:
That the Transportation Committee recommend to Council that the speed
limit along the entire section of Sherwood Drive between Carling Avenue and
Holland Avenue be reduced to 40 km/h.

REPORT RECOMMENDATION:
That the Transportation Committee recommend to Council that Sections 2,
3 and 4 of the Signs on Roads By-law No.2003-520, as amended, be waived to
allow the Bradley Estates Community Association to make landscape
enhancements consisting of a community gateway sign, to the grassed portion
of the road allowance at the intersection of the western approach to the
community on Renaud Road.

Committee waive the Rules of Procedure to approve the addition of the
following item for consideration by the committee at today’s meeting,
pursuant to subsection 84(3) of the procedure by-law (being by-law no.
2006-462), because of timeline constraints.

WHEREAS the ByWard Market Business
Improvement Area (BIA) hosts an annual Oktoberfest celebration; and,
WHEREAS the ByWard Market Oktoberfest celebration is of municipal
importance as the event received provincial funding this year; and,
WHEREAS many of the Oktoberfest activities will be
happening outdoors on Clarence Street, including a main stage for performances;
and
WHEREAS the Ottawa Police Service have requested
the closure of Clarence Street, from Dalhousie to Parent Street, from Thursday,
October 17th to Friday, October 18th and Monday, October
21st 2013, to increase the safety and security of the area; and,
WHEREAS the 2001 Council-approved policy that
supports the City of Ottawa Special Events By-Law 2001-260,
as amended, states that no road closures be permitted on weekdays;
THEREFORE be it resolved that the Transportation Committee
recommend that Council waive Section 7 of Annex D to the 2001 Council-approved
policy to approve the road closure for Clarence Street, from Dalhousie to Parent Street, from Thursday, October 17th
to Friday, October 18th, 2013 and Monday, October 21st
2013 for the Oktoberfest event.
BE IT FURTHER RESOLVED that this item rise to Council on 9 October 2013.

RECOMMENDED CHANGES TO THE HIGHWAY TRAFFIC ACT AND
REGULATIONS TO INCLUDE DEMERIT POINTS AS A RESULT OF A CONVICTION FOR
DISTRACTED DRIVING - MOTION

That the Transportation Committee waive the Rules
of Procedure to consider this proposal, pursuant to subsection
84(3) of the procedure by-law (being by-law no. 2006-462), in order to provide City Council the time required to consider
this motion prior to a scheduled November 5th event in Toronto as outlined in
the attached correspondence.

WHEREAS
the Ministry of Transportation for the Government of the Province of Ontario
has instituted a demerit point system for drivers which “encourages drivers to
improve their behaviour and protects people from drivers who abuse the
privilege of driving”; and
WHEREAS
effective October 26, 2009, Ontario’s Highway Traffic Act was amended to
include “distracted driving” as an offence, making it illegal for drivers to
talk, text, type, dial or email using hand-held cell phones and other hand-held
communications and entertainment devices; and
WHEREAS,
despite these changes, “distracted driving” was not included within the
category of offences for which demerit points are recorded against the driver’s
record on conviction for the offence; and
WHEREAS
the Ministry of Transportation notes that, when drivers take their eyes off the
road for more than two seconds, their crash risk doubles and that a driver
using a cell phone is four times more likely to be in a crash than a driver
focused on the road and, according to the Ontario Provincial Police, distracted
driving is cited as a causal factor in 30 to 50 percent of traffic collisions
in Ontario;
WHEREAS Ottawa
resident Rick Levesque has mounted a public action campaign, Help Save Lives –
Drive Hands Free, to encourage the Provincial Government to
institute a demerit point penalty for “distracted driving”;
THEREFORE
BE IT RESOLVED that the Transportation Committee recommends that City Council
request, through the Mayor, that the Provincial Government make immediate
changes to the Highway Traffic Act and Regulations to include demerit points as
one of the consequences flowing from a conviction for distracted driving and
that such request be copied to all local MPPs.
BE IT FURTHER RESOLVED that this item rise to
Council on 9 October 2013.
