Michèle Rochette, Manager of French
Language Services spoke to a PowerPoint presentation which is held on file with
the City Clerk and Solicitor. Questions from members related to the process
and relationship between other departments and French Language Services. It
was suggested that in future reports that complaints are identified and the status.
Mayor Watson provided closing remarks
thanking staff for the presentation and noting that the City will continue to
invest in francophone programs. The Committee then proceeded to RECEIVE the
report as presented.

REPORT RECOMMENDATIONS
That the Finance and
Economic Development Committee recommend Council:
1.
Receive this report on the results of the City’s investments for 2016,
as required by Ontario Regulation 438/97 as amended, Section 8 (1), and the
City’s Investment Policy.
2.
Approve the addition of one full time equivalent in the Treasury
Branch and increase the compensation budget by adjusting investment revenue
by $90,000.
3.
Receive the summary of changes to the Commodity Price Hedging Policy
and that the City Clerk and Solicitors office make the necessary amendments
to by-law 2008-426 as highlighted in the disposition.

During the Consent portion of the agenda,
staff responded to a brief question from Councillor Deans with respect to
Endowment Fund. The Committee then CARRIED the report on consent.

Financing Agreements as at 31 December 2016 as required by Ontario Regulation
653/05 as amended and the City’s Capital Financing and Debt Policy.

That the
Finance and Economic Development Committee recommend Council:

1. Authorize
the closing of capital projects listed in Document 1;
|
2. Approve
the budget adjustments as detailed in Document 2;
|
3. Return
to source/(funding required) the following funding balances and eliminate
debt authority resulting from the closing of projects and budget adjustments:
- Tax Supported
reserves $5.083 million;
- Rate Supported
Reserves $21.442 million;
- Development
Charge revenues ($4.135 million); and
- Debt Authority
$24.105 million;

4. Permit
those projects in Document 3 that qualify for closure, to remain open; and
|
5. Receive
the budget adjustments in Document 4 undertaken in accordance with the
Delegation of Authority By-law 2016-369, as amended, as they pertain to
capital works.

That the Finance and
Economic Development Committee recommend Council:
1.
Receive the update on the City’s Comprehensive Asset Management
Program (CAM) as described in this report;
2.
Receive the 2017 State of Asset Report (SOAR) as described in this
report and attached as Document 1;
3.
Receive the Strategic Asset Management Plan (SAMP) as described in
this report and attached as Document 2;
4.
Approve the non-financial next steps for the Comprehensive Asset
Management Program as identified in this report.

The following staff were in attendance and
responded to questions pertaining to the infrastructure gap, the challenges of
maintaining roads, the testing of different materials and using development
charges:

Steven Willis, General Manager of Planning, Infrastructure and
Economic Development.

REPORT RECOMMENDATIONS
That the Finance and
Economic Development Committee recommend that Council approve that in order
to address the funding target as recommended in the Comprehensive Asset
Management Program report, the following funding strategies be approved for
consideration as part of future budgets:
1.
That the use of debt for tax supported capital works continue to
correspond to the amount of debt retiring and funded from the City Wide
property taxation;
2.
That the contribution from taxation for the renewal of existing
assets be increased by inflation (Construction Price Index) and an
additional $10.5 million in the 2018 budget , as a priority within Council’s
approved tax targets;
3.
That the annual contribution from taxation for the renewal of existing
assets be increased annually by inflation and an additional $7.8 million per
year starting in the 2019 budget for 9 years as outlined in this report;
4.
That staff continue to pursue permanent stable funding from the
federal and provincial governments for the renewal of existing assets.

spoke to a PowerPoint presentation, which is held on file with the City Clerk
and Solicitor. Marian Simulik, City Treasurer and General Manager of Corporate
Services and Alain Gonthier, Director of Infrastructure Services were also in
attendance to respond to questions from members.
Following questions pertaining to the
reduction in gap and asset management, the Committee CARRIED the item as
presented with the following direction to staff:

Mississauga prior to the City Council meeting on June 14, 2017.

questions from Committee members with respect to the process. After
discussion, the Committee RECEIVED the item for information.

That the Finance and
Economic Development Committee recommend that Council approve the transfer of
$1.4M of professional services within the Information Technology Services
budget to compensation and establish 12 full-time equivalents as outlined in
the report.

In response to questions from Councillor
Leiper regarding the training plans, Jason Barney, Manager of IT Application
Solutions advised that formal knowledge transfer sessions will be given as
formal training. Mentoring will also be available to the different technology
areas. Having no further questions, the Committee CARRIED this item as
presented.

At the request of Mayor Watson, Councillor
Brockington provided update on the Education and the Economy Summit that was
held in October 2016. He thanked staff from Economic Development on the
success of the Summit. The Committee then RECEIVED the report as presented.

REPORT RECOMMENDATIONS
That the Finance and
Economic Development Committee recommend that Council:
1.
Receive the 2016 Economic Development Strategy Implementation Update
set out in Document 1; and
2.
Approve the 2017 Economic Development Priorities and Work Plan as
described in this report with details in Document 2 and 3.

Andrew Vincent, Ottawa Music Industry
Coalition was accompanied by Nik Ives-Allison spoke in support of the report
and is looking forward to future discussions with staff. John Smit, Director
of Economic Development was in attendance to respond to questions. Councillor
Leiper was also in attendance and asked staff to outline the industries hub
that pertains to the Music Industry Initiative. Mr. Smit advised that it was a
concept at this time but the intention is to capitalize on third party
expertise and having everything under a single umbrella. Mayor Watson thanked
Councillor Leiper and staff for their leadership on the strategy implementation
plan.

REPORT RECOMMENDATIONS
That
Finance and Economic Development Committee recommend Council:
1. Approve
the Brownfield Rehabilitation Grant application submitted by Currey
Properties (852 Bank) Inc., owner of the property at 852 Bank Street, for a
grant under the Brownfield Redevelopment Community Improvement Plan Program
not to exceed a total of $313,466 for which the grant payment period will be
phased over a maximum of 10 years of development, subject to the
establishment of, and in accordance with, the terms and conditions of the
Brownfield Redevelopment Grant Agreement;
|
2. Delegate
the authority to the General Manager, Planning, Infrastructure and Economic
Development, to execute a Brownfields Redevelopment Grant Agreement with
Currey Properties (852 Bank) Inc., establishing the terms and conditions
governing the payment of the grant for the redevelopment of 852 Bank Street,
to the satisfaction of the General Manager, Planning, Infrastructure and
Economic Development Department, the City Clerk and Solicitor and the City
Treasurer.
