The Committee received a slide presentation from Ms Sampoorna Bhattacharya, Planner I, Planning, Development and Building Services Department, which served as an overview of the report.  A copy of this presentation is held on file with the Office of the City Clerk.

Mr. Philip Osterhout, Soloway Wright LLP, spoke to Committee on behalf of the registered property owners.  Written submissions were received from Mr. Philip Osterhout and from Ms Linda Hoad, on behalf of Heritage Ottawa.  All submissions are held on file with the office of the City Clerk.

At the conclusion of questions to the speaker and to staff, and with Committee discussions having concluded, the report recommendations were put before Committee and were ‘Carried’, as presented.

  • Report Recommendation(s)

    That the Built Heritage Committee recommend that Council issue a Notice of Intention to Designate 2400 Bank Street under Part IV of the Ontario Heritage Act according to the Statement of Cultural Heritage Value attached as Document 5.

The Committee received a slide presentation from Mr. Greg MacPherson, Planner II, Planning, Development and Building Services Department, which served as an overview of the report.  A copy of this presentation is held on file with the Office of the City Clerk.

The Committee heard from Ms Linda Hoad, speaking on behalf of Heritage Ottawa’s History and Heritage Committee.  Written submissions were received from Ms Jean Inch, on behalf of Heritage Ottawa, and from Ms Linda Hoad, again on behalf of the Hintonburg History and Heritage Committee.  All submissions are held on file with the office of the City Clerk.

At the conclusion of questions to staff, and with Committee discussions having concluded, the report recommendations were put before Committee and were ‘Carried’, as presented.

  • Report Recommendation(s)

    That the Built Heritage Committee recommend that Council:

    1. Receive for information the Wellington Street West in Hintonburg Heritage Conservation District Feasibility Assessment, as directed by report ACS2024-PDB-RHU-0046 and attached as Document 1.
    2. Direct Heritage Planning staff to not proceed with a Heritage Conservation District Study and not to prepare a Heritage Conservation District Plan for Wellington Street West in Hintonburg.
    3. Direct Heritage Planning staff to evaluate the list of properties attached to this report as Document 3 for designation under Part IV of the Ontario Heritage Act, in consultation with the Hintonburg Community Association and individual property owners.
    4. Direct Heritage Planning staff to engage with the Hintonburg Community Association, Hintonburg residents, and the Councillor for Ward 15 to consider opportunities for interpretive installations or other interpretive programming related to the history and heritage value of Hintonburg.

At the outset, the Committee considered the following Motion to allow for the report’s consideration by Committee, as it had not originally been distributed with the agenda upon the original agenda release date:

The Committee then received a slide presentation from Ms Lesley Collins, Program Manager, Heritage Planning, Planning, Development and Building Services Department, which served as an overview of the report. A copy of this presentation is held on file with the Office of the City Clerk.

Ms Meagan Brodie, Associate Legal Counsel, Legal Services Department, was also present to respond to questions.

Correspondence was received from Ms Linda Hoad, Heritage Ottawa, and is held on file with the Office of the City Clerk.

Following questions to staff and at the conclusion of Committee discussions, the report recommendations were put before Committee and were ‘Carried’, as presented, with Councillor J. Leiper dissenting.

  • Report Recommendation(s)

    That the Built Heritage Committee recommend that Council:

    1. Withdraw the Notice of Intention to Designate 251 Besserer Street and not proceed with the designation process under Part IV of the Ontario Heritage Act at this time; and
    2. Direct staff to continue consultation with the property owner, with the assistance of Global Affairs Canada, with the goal of resolving their concerns around the impacts of designation on the property.
    3. Direct that the report be submitted to Council for consideration at its meeting of October 8, 2024, pursuant to Subsection 35(7) of the Procedure By-law.

    Carried as presented with Councillor J. Leiper dissenting.

    WHEREAS Report No. ACS2025-PDB-RHU-0036, Consideration of Objection to the Notice of Intention to Designate 251 Besserer Street, listed as Item 4.3 on Built Heritage Committee Agenda 26, was not distributed with the BHC Agenda on Wednesday, 24 September 2025 but was distributed and made public on Wednesday, 01 October 2025;

    THEREFORE BE IT RESOLVED THAT the Built Heritage Committee approve that the Rules of Procedure be waived pursuant to Subsection 89(3) of the Procedure By-law (being By-law 2025-100) to allow for this report’s consideration at today’s meeting.
