Chair Qadri presented a certificate to
Ottawa Public Health employees in recognition of the Government Technology
Exhibition and Conference (GTEC) award nomination for the Parenting in Ottawa
website and Facebook pages, and in appreciation of all employees who contributed
to this innovative project.
Ms. Gillian Connelly, accepted the
certificate on behalf of staff, noting the particular contributions of a
number of employees.

Health to Ottawa City Council on November 9 2016, as part of the City
Council’s tabling of the City of Ottawa 2017 Draft Operating and Capital
budget.

presentation, which served to provide the Board with some context on this
report. Ottawa Public Health staff took questions from Board members. This
discussion lasted approximately 10 minutes. A copy of the presentation is
held on file with the Board of Health Secretary.

operational costs due to the sesquicentennial celebrations planned for 2017
and report back to the Board as appropriate.

the results of the 2015 public consultation survey with respect to Personal
Services Settings, as outlined at Document 1; and
2.
Recommend
that Council direct relevant City Departments work with Ottawa Public Health
staff to bring forward a by-law to register and regulate Personal Services
Settings, for consideration by the appropriate Standing Committee and
Council.

Dr. Vera Etches, Deputy Medical Officer of Health, and
Ms. Siobhan Kearns, Senior Public Health Inspector and Manager, Environment
and Health Protection, spoke to a PowerPoint presentation, which served to
provide the Board with context on this report. Dr. Etches and Ms. Kearns then
took questions from Board Members. This discussion lasted approximately 45
minutes. A copy of the presentation is held on file with the Board of Health
Secretary.
Following the discussion, the report recommendations
were put to the Board.

to action on health equity, as described in this report; and
3.
Approve
that Ottawa Public Health enhance the assessment and reporting of health

Hello
everyone, bonjour à tous. We
have a full agenda this afternoon. So let’s get started.
I
have just a few events, which I would like to highlight as part of my verbal
update this evening.
I
would like to begin by highlighting the recent launch of a new online video
series that addresses the importance of mental health in the workplace.
The
videos were developed by Ottawa Public Health in collaboration with our
partners at the Mental Health Commission of Canada to foster mental health in
our community, and to help improve the psychological health and safety of
employees.
Research
has shown that mental health disability claims have overtaken cardiovascular
disease as the fastest growing category of disability costs in Canada.
On
average, Canadian workers spend about 60 per cent of their waking hours at
work, while 70 per cent of working Canadians are concerned about psychological
health and safety in the workplace.
I
believe there is no health without mental health. And I encourage you to check
out the videos at: www.HaveThatTalk.ca
Talking
about mental health and wellness at work opens the door to ‘have that talk’ at
home, with friends and in the community.
Next,
you will recall at our meeting last November that we welcomed Allison Fisher,
Executive Director of the Wabano Centre for Aboriginal Health, to provide an
update on Dental Health Services in Ottawa. At that time, we were announcing
that Ottawa Public Health received 100% provincial funding to build a dental
clinic at the Wabano Centre for Aboriginal Health to provide preventive and treatment
services in a culturally safe environment.
I am
proud to say that on October 21st I attended the opening of the new
Wabano Dental Clinic and presented Ms. Fisher with a congratulatory certificate
on behalf of Mayor Jim Watson and the City of Ottawa. It was a wonderful event,
and I was joined by our Board colleague, Councillor Matthieu Fleury, along
with:

John Fraser
·
Dr.
Martin Lin, Vice-President of the Ottawa Dental Society
·
Dr.
Vera Etches, Deputy Medical Officer of Health, Ottawa Public Health, and,

The
Wabano dental team: Dr Sylvain Quirion (dentist); Ms. Keisha Manning (dental
assistant), Ms. Zena Tomlin-Cortez
The
new Wabano Dental Clinic will:
·
Improve
equitable and timely access to dental health treatment and prevention services;
·
Provide
services in a culturally safe place;
·
Improve
health outcomes, such as being free from infection and oral pain; and
·
Maximize
system efficiency integration services in to an already well-established
agency.
Together
with the Wabano Centre for Aboriginal Health, OPH will continue its work to
ensure that eligible Ottawa residents continue to receive accessible public
health dental services.
Finally,
on November 24th, the Infant and Early Childhood Mental Health
Steering Committee is hosting an important Community Leaders Networking
Breakfast.
Children's
Mental Health Ontario tells us that more than 500,000 young children in
Ontario, or 1 in 5 – have mental health problems. This may include depression,
anxiety, bipolar disorder, schizophrenia, and post-traumatic stress, among
others.
In
Ottawa, since 2010, mental health emergency visits at CHEO have increased by
75%. Our vision is for children and youth in Ottawa to have the opportunity to
reach their full potential.
This
networking breakfast event is an opportunity to engage community leaders and
local service providers in developing a collective voice on the importance of
promoting and protecting infant and early childhood mental health.
If

Hello everyone, bonjour à
tous.
You’ll be pleased to know
that my comments tonight are brief. I want to touch, only, on the federal
government’s multi-year Healthy Eating Strategy, which Minister Philpott
announced about 10 days ago.
Health
Canada has started a process to implement a comprehensive Healthy Eating
Strategy. The idea is to place an ever greater emphasis on scientific evidence
to better support Canadians in making healthier food choices. That will show in
a planned revision of Canada’s Food Guide to provide better
nutritional advice to Canadians, and new approaches to labeling and health
claims on food and beverages. Also envisioned are regulatory approaches, including
restricting marketing of unhealthy foods and beverages to young audiences; reducing
the sodium content in prepackaged and restaurant foods, and considering the
elimination of industrially-produced trans fat in foods.
Currently, a government
consultation is focused on the healthy eating information portion of this
strategy. Health Canada has opened consultation on the revision to the Food
Guide, which is available online until December 8, 2016. OPH will provide a
response from professional staff to the online questionnaire. A response from
OPH professional staff will also be provided on the front-of-package nutrition
labelling consultation, which Health Canada expects to launch in the next few
weeks.
I have
publicly welcomed the announcement of a strategy to address an individual’s
nutrition knowledge and skills, as well as improving the food environment,
because this initiative, along with the provincial menu labelling regulations,
has the potential to complement the work we are doing locally in the context of
our own Healthy Eating Active Living strategy.
Budget Introduction (including Ottawa
2017 celebration implications)
I want to also briefly
mention OPH’s proposed 2017 budget, which will be tabled this evening.
As you know, we are will continue to be stretched to
meet community health needs in 2017. Areas of pressure include needs related to
overdose prevention, indigenous health and mental health, as well as legacy IT
systems used to deliver patient and client services. In addition, 2017 in the
nation’s capital brings with it great excitement as we prepare for Canada’s 150th
birthday and the associated celebrations. We are anticipating an increase in
the number of special events in Ottawa in 2017, which is associated also with
increased need for service in the area of health hazard investigation and food
premise inspection. The balanced, 2017 budget being tabled this evening
accounts for these challenges and pressures. Further funding opportunities are
being explored to address these community needs and several efficiencies have
been identified to address these emerging challenges.
