With the will of Committee, Members discussed and asked questions of staff on this inquiry response. Geneviève Langlais, Legal Counsel (Legal Services), and Paul Lavigne, Director, Housing (Community and Social Services Department) answered questions from Committee.

    That the Community Services Committee approve the 2022 Declarations of Compliance that are required under the 2019-23 Long-Term Care Home Service Accountability Agreement – Multi Homes and the 2019-23 Multi-Sector Service Accountability Agreement as detailed in this report.

Councillor A. Hubley participated in discussions and was in support of the report recommendations.

Dan Chenier, General Manager, Recreation, Cultural and Facility Services Department, presented an overview of the report recommendations and answered questions from the Committee.  A copy of the slide presentation is filed with the Office of the City Clerk.

Mr. Chenier undertook to circulate to Committee the 2022 annual delegation of authority report that itemizes cash and in-kind value received from sponsors and advertisers including through the naming rights program.

Following discussions, the Committee carried the report recommendations with the following direction to staff:

Direction to staff (Vice-Chair J. Bradley)

In relation to Recommendation 3 ($35,000 to support free youth access to City fitness facilities as outlined in the report), that staff be directed to ensure that the program be barrier-free, with no application process for funding for those youth as long as they qualify within the age bracket.

    That the Community Services Committee recommend that Council:

    1. Approve the naming rights proposal from Tony Graham Automotive Group to rename the Kanata Recreation Complex the “Tony Graham Automotive Group Recreation Complex – Kanata”; and
    2. Authorize the General Manager, Recreation, Cultural and Facility Services to finalize and execute a naming rights agreement for the Kanata Recreation Complex, in consultation with the City Solicitor, as outlined in this report; and
    3. Authorize up to $35,000 annually from this naming rights proposal to be used to support free youth access to City fitness facilities during the summer months as outlined in this report, as well as capital and operating enhancements at the Kanata Recreation Complex/Walter Baker Park site.

Councillor S. Plante presented an overview of the motion and answered questions from the Committee.  A copy of the slide presentation is filed with the Office of the City Clerk.

Clara Freire, General Manager, Community and Social Services Department, was also in attendance and answered questions from Committee.

Constables Sébastien Lemay and Paul Stam (Ottawa Police Service) spoke to Committee and answered questions.

Following discussions, the motion was withdrawn with the will of Committee, and a substitute motion (Motion No. CSC 2023-02-01) was considered.

    BE IT RESOLVED that staff make an inventory of the private security used in and around shelters;

    BE IT FURTHER RESOLVED that staff work with the Office of Ward 12 to see what training and supports are provided to the private security companies so that they better understand the challenges facing vulnerable groups accessing shelters.

    BE IT RESOLVED THAT the General Manager of Community and Social Services Department be directed to continue to work with Ottawa Public Health on the processes used to gather any available data on drug paraphernalia from relevant sources, by leveraging existing systems, and report back to Community Services Committee and Council with the results of those discussions.

Can the City of Ottawa implement temporary summertime recreational programing on some undersubscribed park and rides (such as Riverview) for oversubscribed programming such as pickleball, similar to when roads were closed, to allow greater recreational benefits?

The Chair thanked Donna Gray for her service and congratulated her on her retirement.
