This item was referred to the Built Heritage Committee by Ottawa City Council on July 10, 2024.

• Report Recommendation(s)

  That the Built Heritage Committee recommend that Council issue a Notice of Intention to Designate the Vachon House, 50 Carruthers Avenue, under Part IV of the Ontario Heritage Act, according to the Statement of Cultural Heritage Value, attached as Document 5.

Consideration of Objection to the Notice of Intention to Designate 149 Rideau Street, under Part IV of the Ontario Heritage Act

The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on November 2, 2024.

• Report Recommendation(s)

  That the Built Heritage Committee recommend that Council not withdraw the Notice of Intention to Designate 149 Rideau Street and proceed with the designation process under Part IV of the Ontario Heritage Act.

Consideration of Objection to the Notice of Intention to Designate 156 Rideau Street (including street addresses 152, 156-158 Rideau Street), under Part IV of the Ontario Heritage Act

The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on November 2, 2024.

  That the Built Heritage Committee recommend that Council:

  1. Not withdraw the Notice of Intention to Designate 156 Rideau Street (including street addresses 152, 156-158 Rideau Street) and proceed with the designation process under Part IV of the Ontario Heritage Act; and
  2. Enact a by-law to designate the property generally in accordance with the revised Statement of Cultural Heritage Value attached as Document 6, in consideration of the objection received by the City Clerk.

Consideration of Objection to the Notice of Intention to Designate 198 Rideau Street, under Part IV of the Ontario Heritage Act

File No. ACS2024-PDB-RHU-0066 - Rideau-Vanier (Ward 12)

The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on November 2, 2024.

• Report Recommendation(s)

  That the Built Heritage Committee recommend that Council:

  1. Not withdraw the Notice of Intention to Designate 198 Rideau Street and proceed with the designation process under Part IV of the Ontario Heritage Act; and
  2. Enact a by-law to designate the property being generally in accordance with the revised Statement of Cultural Heritage Value attached as Document 5, in consideration of the objection received by the City Clerk.

The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on November 2, 2024.

  That the Built Heritage Committee recommend that Council not withdraw the Notice of Intention to Designate 217 Rideau Street and proceed with the designation process under Part IV of the Ontario Heritage Act.

Application to demolish 227-229, 231-233 and 235-237 St. Patrick Street, properties designated under Part V of the Ontario Heritage Act

File No. ACS2024-PDB-RHU-0069 – Rideau-Vanier (Ward 12)

The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on November 2, 2024.

• Report Recommendation(s)

  That the Built Heritage Committee recommend that Council: 
  

  1. Approve the applications to demolish the buildings at 227-229, 231-233 and 235-237 St. Patrick Street, and issue the heritage permit conditional upon: 
     
     1. The registered owner(s) of the properties entering into an agreement with the City, to be registered on title, that until the time of the construction of replacement buildings, the registered Owner shall:
        
        1. Landscape the properties to the satisfaction of the General Manager of Planning, Development and Building Services Department. 
           
        2. Prohibit the use of the property for other interim uses.
           
        3. Maintain the property in accordance with the Property Standards By-law.
           
  2. Exempt the subject property from the requirements of the Demolition Control By-law, 2012 (2012-377).

Application for demolition at 7 Crescent Road, a property designated under Part V of the Ontario Heritage Act as part of the Rockcliffe Park Heritage Conservation District

File No. ACS2024-PDB-RHU-0049 - Rideau-Rockcliffe (Ward 13)

The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on October 16, 2024.

• Report Recommendation(s)

  That the Built Heritage Committee recommend that Council:

  1. Approve the application to demolish the house and garage at 7 Crescent Road, conditional upon:
     
     1. The registered owner(s) of the properties entering into an agreement with the City, to be registered on title, that until the time of the construction of replacement buildings, the registered Owner shall:
        
        1. Landscape the properties to the satisfaction of the General Manager Planning, Development and Building Services Department. 
        2. Prohibit the use of the property for other interim uses.

  1. Issue a Notice of Intention to Designate 218 Cantin Street under Part IV of the Ontario Heritage Act according to the Statement of Cultural Heritage Value attached as Document 5.
  2. Issue a Notice of Intention to Designate 224 McArthur Avenue under Part IV of the Ontario Heritage Act according to the Statement of Cultural Heritage Value attached as Document 7.
  3. Issue a Notice of Intention to Designate 297 Dupuis Street under Part IV of the Ontario Heritage Act according to the Statement of Cultural Heritage Value attached as Document 9.
  4. Issue a Notice of Intention to Designate 159 Montréal Road (also known as 149 Montréal Road) under Part IV of the Ontario Heritage Act according to the Statement of Cultural Heritage Value attached as Document 11.

  That the Built Heritage Committee recommend that Council issue a Notice of Intention to Designate 123 Metcalfe Street under Part IV of the Ontario Heritage Act according to the Statement of Cultural Heritage Value attached as Document 5.

  That the Built Heritage Committee recommend that Council remove reference to the 15 properties listed in Document 1 from the Heritage Register.

Updates to the Heritage Grant Program for Building Restoration

File No. ACS2024-PDB-RHU-0050 - City-wide

• Report Recommendation(s)

  That the Built Heritage Committee recommend that Council: 

  1. Approve the updated “Guidelines for the Heritage Property Grant Program” attached as Document 1, effective for the 2025 program. 
  2. Change the program name to “Heritage Property Grant Program”, effective for the 2025 program.
