File No. ACS2023-PRE-RHU-0010 - Rideau-Rockcliffe (Ward 13)

Dawn Chan, Heritage Planning Intern, Heritage Planning Branch, presented an overview of the report recommendations and answered questions from the Committee.  Lesley Collins, Program Manager, was also available to answer questions. A copy of the slide presentation is filed with the Office of the City Clerk.
Committee Members received a written submission from David Flemming, Heritage Ottawa, in support of the application, and a copy is filed with the Office of the City Clerk:
Pauline van der Roest spoke before the Committee in support the report recommendations.
Following discussion on this item, the Committee carried the report recommendations as amended by motion no BHC 2023-03-01.

  • Report recommendation

    That the Built Heritage Committee recommend that Council issue a Notice of Intention to Designate the Crabtree House, 559 Lang’s Road, under Part IV of the Ontario Heritage Act, according to the Statement of Cultural Heritage Value, attached as Document 5.

    WHEREAS the City of Ottawa has not yet undertaken a comprehensive inventory and evaluation of Ottawa’s “mid-century modern” architecture; and, 

    WHEREAS the classification of buildings constructed in the “mid-century modern” period cannot be classed as “unique” or “excellent” examples until a comprehensive inventory of their contemporaries has been systematically completed.

    WHEREAS in the interim, the use of the term “representative” should be used as permitted in Ontario Regulation 09/06; 

    THEREFORE BE IT RESOLVED THAT the Statement of Cultural Heritage Value listed as Document 5 of this report be amended as follows:

    “The Crabtree House has design value as an excellent example of modernist residential architecture in Ottawa” be replaced with “The Crabtree House has design value as a representative example of modernist residential architecture in Ottawa.”

  • Report recommendations

    That the Built Heritage Committee and the Planning and Housing Committee recommend that Council:

    1. Approve the application to alter 233 Argyle Avenue according to plans prepared by Woodman Architect and Associates Limited, dated October 18, 2022, conditional upon:
      1. The applicant providing final details of conservation and restoration work to be undertaken at 233 Argyle Avenue for approval by Heritage Staff prior to the issuance of a building permit.
    2. Approve the application to alter 330 McLeod Street according to plans prepared by Woodman Architect and Associates Limited, dated December 15, 2022;
    3. Delegate the authority for minor design changes to the General Manager, Planning, Real Estate and Economic Development Department;
    4. Approve the issuance of the heritage permits for each application with a two-year expiry date from the date of issuance unless otherwise extended by Council.

    WHEREAS with respect to report ACS2023-PRE-RHU-0006, a request for deferral has come forward in order to align with the timing of the associated Zoning By-law amendment report for Planning and Housing Committee; and

    WHEREAS the applicant has agreed to an extension of the statutory timeline under the Ontario Heritage Act to align the timing of the applications.

    THEREFORE BE IT RESOLVED THAT, with respect to report ACS2023-PRE-RHU-0006, Built Heritage Committee approve the deferral of the report indefinitely until the associated Zoning By-law amendment report is scheduled to rise to Planning and Housing Committee at a yet to be determined date.
