    That the Built Heritage Committee recommend that Council:

    1. Issue a Notice of Intention to Designate 6019 Perth Street under Part IV of the Ontario Heritage Act according to the Statement of Cultural Heritage Value attached as Document 4
    2. Issue a Heritage Permit under Section 34 of the Ontario Heritage Act for demolition of the cottage on the property as shown in Document 2, Photo D after the issuance of a Notice of Intention to Designate 6019 Perth Street.

This report will be submitted to Ottawa City Council on December 10, 2025.

At the outset, the Committee received a detailed slide presentation overview of the report from Ms Taylor Quibell, Planner II, Planning, Development and Building Services (PBDS) Department.  A copy of this presentation is held on file with the Office of the City Clerk. 

Ms Marcia Wallace, General Manager, Planning, Development and Building Services (PBDS) Department, Mr. Court Curry, Director, Rights-of-Way, Heritage and Urban Design Services, PDBS and Ms Megan Brodie, Associate Legal Counsel, Legal Services Department, were also present to respond to questions.

The Committee then heard from the following delegations:

  1. Ms Linda Hoad, Heritage Ottawa Advocacy Committee, Heritage Ottawa (also submitted written comments - held on file with the Office of the City Clerk).
  2. Michael Beach, Director, Real Estate Development, Broccolini (present to respond to questions from the Committee).

At the conclusion of questions to the delegations and to staff, and with Committee discussions having concluded, the report recommendations were put before Committee and were ‘Carried’, as presented, on a division of six ‘Yeas’ to three ‘Nays’, as outlined below:

  • Report Recommendation(s)

    That the Built Heritage Committee recommend that Council:

    1. Approve the application to demolish the building at 208-210 Slater Street conditional upon:  
      1. The applicant constructing a Privately Owned Public Space (POPS) in accordance with the requirements attached in Document seven (7).
    2. Delegate the authority to the General Manager, Planning, Development and Building Services Department to negotiate and execute a Development Agreement with the applicant for the design and construction of a temporary POPS.
    3. Delegate the authority for minor design changes to the POPS to the Program Manager, Heritage Planning, Planning, Development and Building Services.
    4. Approve the issuance of the heritage permit with a two-year expiry date from the issuance unless otherwise extended by Council.
    5. Direct that the report be submitted to Council for consideration at its meeting of December 10, 2025, pursuant to Subsection 35(7) of the Procedure By-law.

Written correspondence dated 7 December 2025 was received from Ms Linda Hoad, Heritage Ottawa Advocacy Committee, Heritage Ottawa.  A copy of this submission is held on file with the Office of the City Clerk.

    That Built Heritage Committee recommend that Council direct staff to consider the “284 King Edward Avenue Conservation Design Guidelines”, attached as Document 1 in evaluating any future application for redevelopment of this property under Section 33 or 34 of the Ontario Heritage Act.

Ms Linda Hoad, Heritage Advocacy Committee, Heritage Ottawa, had registered to speak but opted not to do so when asked by the Chair whether she would need to speak if Committee were prepared to ‘Carry’ the item on consent. 

She also submitted written correspondence on behalf of Heritage Ottawa dated
7 December 2025.  A copy of this submission is held on file with the Office of the City Clerk.

    That the Built Heritage Committee recommend that Council issue a Notice of Intention to Designate 300 Rochester Street under Part IV of the Ontario Heritage Act according to the Statement of Cultural Heritage Value attached as Document 5.

This report will be submitted to Ottawa City Council on December 10, 2025.

Mr. Court Curry, Director, Rights-of-Way, Heritage and Urban Design Services Heritage and Urban Design Services, Planning, Development and Building Services (PDBS) Department, introduced this item, following which, the Committee received a detailed slide presentation overview of the report from Ms. MacKenzie Kimm, Planner III, PDBS.  A copy of this presentation is held on file with the City Clerk.

The Committee then heard from Ms Jillian Stewart (The Properties Group), speaking on behalf of herself and of Ms Samantha Sigler, representing a group of commercial landlords in the ByWard Market. 

Written correspondence was received from Ms Linda Hoad, Heritage Ottawa Advocacy Committee, Heritage Ottawa, and is held on file with the Office of the City Clerk.

At the conclusion of questions to staff and to the delegation, and with Committee discussions having concluded, the report recommendations were put before Committee and were ‘Carried’, as presented.

    That the Built Heritage Committee recommend that Council:

    1. Direct that the report be submitted to Council for consideration at its meeting of December 10, 2025, pursuant to Subsection 35(7) of the Procedure By-law
    2. Direct staff to submit the nomination of the ByWard Market as a National Historic Site under Parks Canada’s National Historic Site program; and
    3. Provide consent on behalf of the owners within the proposed boundary shown in Document 1 for the submission of the application to designate the ByWard Market as a National Historic Site
