Presentation by Mr. S. Beckta, Chair and Ms. J. Baca,
Director of Advancement

A presentation was made depicting the
changes that have been made to the Youth Centre Clubhouse (A copy of the
presentation will be kept on file with the Boards’ Executive Director).
The following points of clarification were
made:

A dramatic drop in membership is the result of the clubhouse
being closed for renovations.
·
The new facilities will be available to host fundraising events.

the Ottawa Police Services Board approve a one-time grant of $30,000 to the
Boys and Girls Club of Ottawa to help fund the Police Youth Centre
Clubhouse Capital Campaign.

|
Chair El-Chantiry wished to make a special reference
to this report. The International Decade for People of African Descent,
2015-2024, was proclaimed by the UN General Assembly in a Resolution adopted
on December 23, 2013. Mayor Watson also proclaimed the International Day for
the Elimination of Racial Discrimination by adopting the United Nations
International Decade for People of African Descent. One of the driving
forces behind this local recognition of the UN’s declaration is the work of
Ms. June Girvan. On behalf of the Board, the Chair
acknowledged all that Ms. Girvan has done and continues to do to lead
discussions and awareness here in Ottawa with public services such as the
board of education, our police and City Council.

|
Staff
was asked to look back 10 to 20 years to see the history of what pre-occupied
police officers’ time as a way to see how crime has evolved. This would
provide a better picture of how policing has changed and what skills and
criteria are necessary for today’s work
Statistics
go back to amalgamation. Historically, policing has been focused on
reporting crime; so the data may show a change in crime trends. Where
policing has evolved most is in the complexity of the crime and all the other
social disorders and quality of life issues that officers now face on a daily
basis. The Canadian Association of Chiefs of Police (CACP) has been working
with partners to develop a new matrix to identify the quality of life and
social disorder types of calls for service. Approximately 20 – 25% of work
that officers do relates to crime the rest relates to other types of calls
for service. Compared to 20 years ago, there are some very basic elements
that have remained the same when hiring police officers. Education and other
types of competencies are changing and the ability to deal with people in different
settings.
It was suggested this information be shared with the
public as it might encourage more diversified individuals to apply to
policing. The findings should be a snapshot of the data, one page comparing
officers of 20 years ago to today, showing how much policing has changed.
