The Council of the City of Ottawa met at Andrew S. Haydon Hall, 110 Laurier Avenue West, Ottawa, on Wednesday, 8 November 2023 beginning at 10:00 a.m. The Mayor, Mark Sutcliffe, presided over the meeting from Council Chambers with some Members attending in person and the remaining Members participating remotely by Zoom.

The Mayor noted that this is Veteran's Week in Ottawa and gave special acknowledgement to all the veterans living in Ottawa.

Mayor Sutcliffe led Council in a moment of reflection. 

The National Anthem was performed by Pauline van der Roest.

The Mayor provided the Annual Budget Address to Council prior to the tabling of the 2024 Draft Budget.

    2. Direct City staff to present the revised Community Garden Action Plan and recommendations for implementation to Community Services Committee and Council by Q2 2024.

    1. That he City of Ottawa consider programming that meets the needs of the surrounding Lowertown East community when deciding on how to manage the operations at 40 Cobourg; and
    2. That City staff be directed to consider a lease agreement with the Lowertown Community Resource Center covering the transfer of its food bank to 40 Cobourg so that it can better meet the food insecurity needs of the community; and
    3. That City Council agrees to waive the section of the City’s Leasing Policy that requires public notice of surplus real property available for lease should the parties agree to a lease agreement; and
    4. That the City be henceforth responsible for the management and operation of the City-owned building.

    WHEREAS a provision in the Details of Recommended Zoning would effectively create an unnecessary maximum permitted driveway width; and

    WHEREAS the Application does not require the creation of a maximum permitted driveway width;

    THEREFORE BE IT RESOLVED that Council amend Planning and Housing Committee Report 17, Item 1: Zoning By-law Amendment – 178, 180, 182 and 200 Isabella Street by deleting Document 2, Section 2.c.viii) in its entirety and renumbering the remainder of Document 2, Section 2.c. accordingly; and

That staff be directed to examine and evaluate the potential of an Office-to-Residential Conversion community Improvement Plan (CIP) incentive within the context of the Financial Incentive Pilot Program for the Office-to-Residential Conversion report expected to be reported in Q1 of 2024. 

  • Committee recommendations), as amended:

    That Council:

    1. Approve that, where a development application for Office-to-Residential Conversion requires both an Official Plan Amendment (OPA) and a Zoning By-law Amendment (ZBLA), and where the application is supported by Staff, the Official Plan Amendment portion of the Planning Application Fee be waived.
    2. Approve the inclusion of an amendment to Zoning By-law 2008-250, as shown in Document 1, in the Q1 2024 Omnibus Zoning By-law Amendment Report to provide flexibility for Office-to-Residential Conversions by:
      1. carrying forward the performance standards of the existing portion of the building; and
      2. providing flexibility on how the amenity space requirement can be provided on site.
    3. Receive an update on the Site Plan Control process for Office-to-Residential Conversions with no additions or new storeys, which would benefit from a scoped material and information list and be charged a “Standard Site Plan Control” fee. 
    4. Direct the General Manager of Planning, Real Estate and Economic Development to send a letter to the Ministry of the Environment, Conservation and Parks, copying the Minister of Municipal Affairs and Housing and the Minister of Red Tape Reduction, expressing support for the Province to re-examine the exemption requirement for a Record of Site Condition to support Office-to-Residential Conversions, to assist municipalities with meeting their Housing Pledge targets.
    5. Receive an update, detailed in this report, on Site Servicing for Office-to-Residential Conversions.
    6. Receive an update, detailed in this report, on the financial mechanism reviewed in the context of Office-to-Residential Conversions.
    7. Direct staff to implement a Financial Incentive Pilot Program for Office-to-Residential conversions with the following parameters:
      1. That Staff be delegated authority, for office to residential conversion projects, to reduce the applicable CIL cap to 8%, allocated from the Ward-specific CIL portion and not City-wide, on the condition that the Building Permit for the project is issued within 6 months from Site Plan Approval (date of issuance of the delegated authority report), with possibility of a singular extension of 3 months; 
      2. That the eligible geographic area of the pilot be limited to Ward 14; 
      3. That the eligibility of the program require the downtown vacancy rate to be above 10% as reported in the latest Ottawa Office market report by Colliers; and
      4. That the pilot be limited to a period of 2 years; after which it must be re-considered by Council.
    8. Direct staff to convene a meeting of developers and landowners to further explore the potential impact of additional financial incentives, and report back to Planning and Housing Committee in Q1 2024.

    WHEREAS a Climate Change Council Sponsors Group was established during the 2018-2022 Term of Council; and

    WHEREAS the role of the Council Sponsors Group is to provide advice to staff, integrate climate considerations into committee work, and champion implementation of the Climate Change Master Plan; and 

    WHEREAS at the City Council meeting of April 26, 2023, Council considered the report entitled "Climate Change Master Plan – Annual Status Update" and approved that the Climate Change Council Sponsors Group be re-established for the 2022-2026 Term of Council; and

    WHEREAS members were not appointed to the Sponsors Group at that time, pending the completion of the Advisory Body Review report, which was considered and approved by Council on July 12, 2023; and 

    WHEREAS it is anticipated that the Sponsors Group will need to begin meeting late in 2023; and 

    WHEREAS the general procedural guidance for Council Sponsors’ Groups approved by Council in the Advisory Body Review report provides that the Mayor or designate, and Chair and Vice-Chair of the relevant Standing Committee shall recommend to Council the membership of the Council Sponsors Group following a circulation for expressions of interest from Members of Council by the relevant department in consultation with the Office of the City Clerk.

    WHEREAS a circulation for expressions of interest was undertaken in anticipation of Members being appointed at the November 8, 2023, Council meeting;

    THEREFORE BE IT RESOLVED that the Climate Change Council Sponsors Group be established with up to five Members of Council with representation from the urban area (inner and outer urban), suburban area and rural area, as well as the General Manager Planning, Real Estate and Economic Development, or a designate, and other City staff as required; and 

    BE IT FURTHER RESOLVED that the following Members of Council be appointed to the Climate Change Council Sponsors Group:

    WHEREAS upon approval of the City’s new Official Plan in October 2021, Council approved a reduction in the proposed height limit within Minor Corridors to a consistent four-storeys in all Minor Corridors; and

    WHEREAS the Minister of Municipal Affairs and Housing approved the City’s Official Plan in November 2022 with several adjustments including revising Minor Corridor permissible heights as follows:

    • Downtown Minor Corridors, from 4 to 9 storeys
    • Inner Urban Minor Corridors, from 4 to 6 storeys
    • Outer Urban Minor Corridors, from 4 to 6 storeys
    • Suburban Minor Corridors, from 4 to 7 storeys; and

    WHEREAS the Provincially approved height limits were consistent with staff recommendations at the time Council was considering the new Official Plan; and

    WHEREAS under Council direction, staff have been rapidly advancing the development of the new Comprehensive Zoning By-Law that implements the approved Official Plan; and

    WHEREAS reverting back to the 2021 approved height limits would create a delay in the Zoning By-Law development as well as impact applications which were already submitted since the Ministry approval of the Official Plan; and

    WHEREAS the Council approved Municipal Housing Pledge as well as the City’s application to the Canadian Mortgage and Housing Corporation’s Housing Accelerator Fund rely on increased opportunities to create housing units throughout the City; and

    WHEREAS as part implementing the City’s New Official Plan through the development of a new Comprehensive Zoning By-Law, it be believed that a “made-in-Ottawa” solution could lead to higher densities across the City in a more balanced approach than designating four units as of right city-wide; and

    WHEREAS the Infrastructure Master Plan recommendations will include an Infrastructure Capacity Management Program to ensure adequate capacity in existing local pipe systems to support city-wide intensification proposals; and

    THEREFORE BE IT RESOLVED that Council request that the Minister of Municipal Affairs and Housing retain the Minor Corridor permissible heights in accordance with the November 2022 Ministry approval of the City’s new Official Plan.
