4.

GLEBE LOCAL AREA PARKING STUDY AND 170 SECOND  AVENUE PARKING DEVELOPMENT

1.         That Transportation Committee receive the Glebe Local Area Parking Study.

 

2.         That Transportation Committee direct staff to examine the benefits and risks of implementing a city-wide performance pricing program (allowing for incremental upward and downward adjustments to parking rates based on utilization surveys), and report back to Committee. 

 

3.         That Transportation Committee recommend Council approve the issuance of a Request for Proposal process for additional parking spaces at 170 Second Avenue for Architectural Services for a stand-alone parking structure and apply for rezoning and site plan approval in accordance with the specifications set out in  Document 5 – Proposed 170 Second Ave Parking Garage Project Scope.

 

4.         That Transportation Committee recommend Council increase the project authority for the 2013 New Parking Facilities – Glebe by $8.0 million with a transfer from the Parking Reserve Fund to finance the construction component of the project.

OUTDOOR PATIO ENCROACHMENT – 297 DALHOUSIE STREET

That Transportation Committee approve the application for a temporary outdoor patio encroachment at 297 Dalhousie Street as shown in Document 2.

SIDEWALK ON MEADOW PARK PLACE - MOTION

That the Transportation Committee recommend that Council approve the removal of the sidewalk design and construction for a sidewalk and curb on Meadow Park Place.

 


 

8.

PARKING CONDITIONS IN CHINATOWN BIA

 

Councillor Clark has indicated his intent to withdraw this motion of which he gave notice of on behalf of Councillor Holmes.

 

WHEREAS the Bronson Avenue and Somerset Street West intersection will be entirely closed to accommodate construction for 8 weeks from early April 2013 until June 2013;
AND WHEREAS Somerset St. Chinatown BIA members are deeply concerned with the impact to their businesses based on their recent experience with previous street closures due to construction including the Preston St. construction (2008-2011), Chinatown Royal Arch construction (2010), Somerset St. West construction (2010-2012) and Bronson construction (2012-2013); 
AND WHEREAS the Somerset Chinatown BIA has requested that the two City-owned parking lots provide unpaid evening parking after 5:30pm during the time that the intersection will be closed (April – June 2013) to encourage customers to access their businesses; 
AND WHEREAS Parking Operations Branch staff have no authority to change rates in the short term in response to anticipated conditions;
BE IT RESOLVED that in response to the BIA’s request, the two City-owned parking lots (Lot 11 – 687 Somerset St. W., Lot 12 – 760 Somerset St. W.) provide for unpaid parking after 5:30 between April - June 2013;
AND FURTHER BE IT RESOLVED that the on-street parking regulations, which currently provide for unpaid Saturday on-street parking in the Chinatown BIA area, continue so that there is consistency with other nearby BIA and commercial areas (Elgin St., Wellington West BIA, Westboro Village BIA, Bank St. BIA, Preston BIA).
