Phil Landry, Manager, Traffic Management and Operational Support, City Operations, spoke to a PowerPoint presentation, a copy of which is held on file with the City Clerk.

 

 

Peter Brimacombe, Hunt Club Community Organization spoke in opposition to further restrictions on Bronson Avenue.

 

Staff responded to a number of questions posed by Committee members.  The report recommendation was then put to Committee and RECEIVED as presented.

 

4.

GLEBE LOCAL AREA PARKING STUDY AND 170 SECOND AVENUE PARKING DEVELOPMENT

REPORT RECOMMENDATIONS

 

1.         That Transportation Committee receive the Glebe Local Area Parking Study.

 

2.         That Transportation Committee direct staff to examine the benefits and risks of implementing a city-wide performance pricing program (allowing for incremental upward and downward adjustments to parking rates based on utilization surveys), and report back to Committee. 

 

3.         That Transportation Committee recommend Council approve the issuance of a Request for Proposal process for additional parking spaces at 170 Second Avenue for Architectural Services for a stand-alone parking structure and apply for rezoning and site plan approval in accordance with the specifications set out in  Document 5 – Proposed 170 Second Ave Parking Garage Project Scope.

 

4.         That Transportation Committee recommend Council increase the project authority for the 2013 New Parking Facilities – Glebe by $8.0 million with a transfer from the Parking Reserve Fund to finance the construction component of the project.

The Committee heard from the following public delegations opposed to the staff recommendations:

·         Scott Demark, resident

·         Kevin O’Donnell, resident (indicated support for Recommendation 2)

 

·         Jasna Jennings, ByWard Market BIA spoke to Recommendation 2 only and offered suggestions for further consultation.

 

Larry O’Keefe, General Manager, Public Works and Mary Gracie, Program Manager, Parking Studies responded to questions of Committee.

 

In response to concerns raised that Recommendation 2 dealt with a city-wide issue, whereas Recommendations 1, 3 and 4 were specific to the staff report, the Committee agreed to table that particular recommendation as follows:

That Recommendation 2 be tabled and that it come back following further discussion with stakeholders.

The report recommendations were then put to Committee and CARRIED, as amended by Motion 27/3 and with the following direction to staff:

With regards to the Tabling of Recommendation 2, that staff include the cost of administration to effect change on meters when required.

5.

URBAN LANES – ENCROACHMENT POLICIES

REPORT RECOMMENDATION

 

That Transportation Committee recommend Council adopt the Encroachment Policies for Urban Lanes attached as Document 1 to this Report.

 

Linda Hoad spoke in support of deferring the report to allow for consultation on the item.

 

Following a number of questions posed to staff, the following Motion was put forward:

OUTDOOR PATIO ENCROACHMENT – 297 DALHOUSIE STREET

That Transportation Committee approve the application for a temporary outdoor patio encroachment at 297 Dalhousie Street as shown in Document 2.

The Committee also received an e-mail dated 2 April 2013 from L. Watson expressing concerns about the proposed patio.

That the Transportation Committee recommend that Council approve the removal of the sidewalk design and construction for a sidewalk and curb on Meadow Park Place.

8.

PARKING CONDITIONS IN CHINATOWN BIA - MOTION

That the following motion be withdrawn:

That the Transportation Committee recommend to Council:

 

1.         That in response to the Chinatown BIA’s request, the two City-owned parking lots (Lot 11 – 687 Somerset Street. W., and Lot 12 – 760 Somerset Street W.) provide for unpaid parking after 5:30 between April - June 2013 while the Bronson/Somerset intersection is closed due to construction; and

 

2.         That the on-street parking regulations, which currently provide for unpaid Saturday on-street parking in the Chinatown BIA area, continue so that there is consistency with other nearby BIA and commercial areas (Elgin Street, Wellington West BIA, Westboro Village BIA, Bank Street BIA, Preston BIA).

That the Transportation Committee waive the Rules of Procedure to approve the addition of the following item for consideration by the committee at today’s meeting, pursuant to subsection 84(3) of the procedure by-law (being by-law no. 2006-462), to allow councillors to ask questions of staff.

Staff addressed questions posed by Councillor Holmes with regards to the Neighbourhood Traffic Calming report prepared by the Transportation Association of Canada, as well as how staff will use the Complete Streets Policy in responding to the Coroner’s report.
