The Council of the City of Ottawa met on Wednesday, May 12, 2021, beginning at 10:00 AM. The Mayor, Jim Watson, presided over the Zoom meeting from Andrew S. Haydon Hall, with the remaining Members participating remotely by Zoom.

Mayor Watson led Council in a moment of reflection.

That Ottawa City Council direct the General Manager, Public Works and Environmental Services (or his designate) to write to the Ministers of the Ontario Ministry of Environment, Conservation and Parks (OMECP), the Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA), as well as the Canadian Food Inspection Agency (CFIA), in consultation with the Mayor and rural Councillors, to outline key concerns and potential considerations from Ottawa’s perspective to help inform the development of the Best Management Practices aimed at pelletized biosolid producers and local farmers.

SPEED REDUCTIONS GATEWAY ZONES IN LOWERTOWN, SANDY HILL AND VANIER

 

COMMITTEE RECOMMENDATIONS
That Council approve that the speed limit be lowered to 30 km/h through the implementation of 30 km/h Gateway Speed Limit Signs within residential areas bound by:
1.         Vanier Parkway to the East, Cantin Street to the West, Beechwood Avenue to the North and Montreal Road to the South; and
2.         North River Road to the East, Greensway Avenue to the West, Lenore Place to the North and Mark Avenue to the South; and
3.         King Edward Avenue to the East, Range Road to the West, Laurier Avenue East to the North and Lees Avenue to the South; and
4.         King Edward Avenue to the East, Charlotte Street to the West, Rideau Street to the North and Laurier Avenue East to the South; and

ZONING BY-LAW AMENDMENT – 5564 WILLIAM MCEWEN DRIVE

 

COMMITTEE RECOMMENDATION
That Council approve an amendment to Zoning By-law 2008-250 for 5564 William McEwen Drive to prohibit residential development on the retained farmlands and to permit a reduced lot width of 20 metres on the severed lands, as detailed in Document 2.

OFFICIAL PLAN AND ZONING BY-LAW AMENDMENT - 2621 DONNELLY DRIVE

That Council:
a.         Approve the proposed amendment to the Official Plan Volume 1 Schedule A by removing the Significant Wetland designation from the southern portion of 2621 Donnelly Drive, as detailed in Document 2; and
b.        Approve the proposed amendment to the Zoning By-law Amendment for a portion of 2621 Donnelly Drive from Environmental Protection Zone Subzone 3 (EP3) to Rural Countryside (RU), as detailed in Document 3.

CONSERVATION AUTHORITIES – 2021 LEVIES

 

COMMITTEE RECOMMENDATIONS
That City Council:
1.         Approve the 2021 levies for the Rideau Valley, South Nation and Mississippi Valley Conservation Authorities as presented in Document 1, as outlined in this report;
2.         Authorize City staff to proceed with the negotiations with the Mississippi Valley Conservation Authority (MVCA) based on the estimates as per Document 2, including the issuance of appropriate long-term financing (of up to $1,000,000) to finance the capital expenditures which will be repaid by the MVCA; and
3.         Delegate authority to the City Treasurer/Chief Financial Officer, in consultation with the City Solicitor to finalize all necessary agreements, as described in this report.

MOTIONS REQUIRING SUSPENSION OF THE RULES OF PROCEDURE

 

MOTION NO 53/3

That the Rules of Procedure be suspended to consider the following Motion, in order to defer the Development Charges associated with the Boys and Girls Clubs of Ottawa

WHEREAS the Boys and Girls Clubs of Ottawa have a suitable shovel-ready project with constrained project delivery timelines; and

WHEREAS should funding become available for construction, the Boys and Girls Club will wish to proceed with their project at the earliest opportunity; and

WHEREAS the Development Charges Act permits certain institutional uses to defer development charges but the Boys and Girls Club do not qualify under the regulations;

THEREFORE, BE IT RESOLVED that Council:

1.          Approve the deferral of the DCs on the same basis as an institutional use that is statutorily entitled to a deferral;

2.          That Boys and Girls Club of Ottawa enter into an agreement, to the satisfaction of the General Manager of Planning, Infrastructure and Economic Development and the City Solicitor, setting out the details for the deferral of the payment of DCs and the waiver of interest charges.

3.          Further it be resolved that such agreement be registered if permitted under the Land Titles Act.

MOTION NO 53/4

That the Rules of Procedure be Suspended to consider the following motion order to allow the property owner to proceed with demolition in a timely manner and address community safety concerns

WHEREAS the building at 191 Heritage Maple Way is in an advanced state of disrepair; and

WHEREAS given the dilapidated condition of the building and the community’s concerns it would be in the public interest to demolish the building; and 

WHEREAS there is currently no building permit application for a replacement building;

THEREFORE BE IT RESOLVED that Council approve demolition control for the existing building on the property subject to the following conditions;

1.        That the property Owner pay PIED $3,400.72 (includes $406.00 Legal Fee + HST), which is the fee associated with a demolition control application.

2.        That until the time of the construction of the first replacement building, the registered Owner shall landscape the property to the satisfaction of the General Manager of Planning Infrastructure and Economic Development. The registered Owner shall prohibit the use of the property for other interim uses and maintain the property in accordance with the Property Standards By-law;

3.        The landscaping of the property shall be finalized in collaboration with City staff;

4.        The Owner shall pay one hundred percent securities to the City for the value of landscaping the property, with the securities to be released once these works are completed;

5.        The Owner agrees that, at the discretion of the General Manager, Planning, Infrastructure and Economic Development Department, a replacement building be substantially completed with five years from the date of this approval and in default thereof, the City Clerk shall enter on the collector's roll the sum of $5,960.00 for the one residential dwelling unit to be demolished;

6.        The registered Owner shall enter into an Agreement with the City of Ottawa to include the foregoing conditions and pay all costs associated with the registration of said Agreement.  At such time as a building permit is issued to redevelop the site and the replacement building is in place, the Agreement will become null and void and will be released upon request of the Owner.  The Owner shall pay all costs associated with the release of the agreement;

7.        The Owner agrees that a demolition permit will not be issued and the building cannot be demolished until such time that the agreement referenced herein has been executed and registered on title; and

8.        This approval is considered null and void if the Agreement is not executed within six months of Council’s approval.

That the Rules of Procedure be suspended to consider the following Motion

WHEREAS the City undertaking is undertaking an integrated road reconstruction project in the Canterbury neighborhood in Ward 18, which includes the reconstruction of Valley Drive beginning in 2021; and

WHEREAS the project limits for the Valley Drive Storm Sewer Trunk Rehabilitation project includes reinstating some private approaches on Saunderson Drive and Pleasant Park Road; and

WHEREAS some of the driveway widths within the project limits are not in full conformance with the City’s front yard parking restrictions and Private Approach By-law; and

WHEREAS, for existing properties, front yard parking restrictions and private approach by-law are normally enforced only on a complaint-driven basis; and  

WHEREAS there have been no complaints with respect to non-compliant driveways (private approaches) or front-yard parking in this area; and  

WHEREAS the area residents support providing relief for residents with existing driveways (private approaches) while acknowledging that any future driveways (private approaches) and front-yard parking must be in accordance with City by-laws;  

THEREFORE BE IT RESOLVED that Council approve that, in respect of the reconstruction of Valley Drive, private approaches be reinstated as they were immediately prior to the reconstruction of this street.

NOTICES OF MOTION (FOR CONSIDERATION AT SUBSEQUENT MEETING)

WHEREAS, in December 2020, the House of Commons passed a motion to establish a National Suicide Prevention 988 helpline, that calls for collaboration with the provinces and territories to establish the hotline, consolidating all suicide crisis numbers into one three-digit hotline phone number; and

WHEREAS, the feasibility of creating the national hotline is being studied by the Public Health Agency of Canada and the Centre of Addiction and Mental Health; and

WHEREAS, a national survey commissioned by the Canadian Mental Health Association and University of British Columbia found that the COVID-19 pandemic has intensified feelings of stress and anxiety among Canadians, with thoughts or feelings of suicide having risen four-fold since the pandemic began; and

WHEREAS, the same survey determined that few Canadians are getting the support they need and are resorting to unhealthy coping strategies; and

WHEREAS, prior to the COVID pandemic, Statistics Canada reported that approximately 4,000 Canadians were dying each year from suicide; and

WHEREAS, the Canada Suicide Prevention Service reported that calls for service increased 200 per cent in October 2020, compared to the same period in 2019; and

WHEREAS existing suicide prevention hotlines require the user to remember a 10-digit number;

WHEREAS, the intent of a 988 hotline is to quickly connect people facing a mental-health crisis with trained counsellors who can help; and

WHEREAS there are no timelines associated with the establishment of a national hotline,

WHEREAS, the Canadian Radio-television and Telecommunications Commission (CRTC) is ultimately responsible for deciding whether the Hotline will proceed,

THEREFORE, be it resolved that Ottawa City Council endorse the establishment of a National Suicide Prevention 988 helpline; and

BE IT FURTHER RESOLVED that  Mayor, on behalf of City Council, write to the federal Minister of Health, provincial Minister of Health, and the CRTC, expressing the City of Ottawa’s support for this initiative.
