1.

OTTAWA RURAL CLEAN WATER PROGRAM 2016-2020 REVIEW AND RENEWAL

 

COMMITTEE RECOMMENDATIONS
That Council:
1.         Receive the Ottawa Rural Clean Water Program 2016-2020 Review and Renewal (Document 1); and
2.         Approve the 2021-2025 Ottawa Rural Clean Water Program as outlined in this report and as described in Document 1.

AMENDMENT TO THE ENGINEER’S REPORT FOR THE FAULKNER MUNICIPAL DRAIN

 

COMMITTEE RECOMMENDATION

That Council adopt the Engineer’s Report prepared by Robinson Consultants Inc., entitled Amendment to the Engineer’s Report for the Faulkner Municipal Drain dated December 2020, and Addendum No. 1 dated March 2021 and give 1st and 2nd reading to the By-law attached as Document 2 to this report in accordance with Sections 42 and 45 of the Drainage Act of Ontario.

PELLETIZED BIOSOLIDS

 

COMMITTEE RECOMMENDATION

That Ottawa City Council direct the General Manager, Public Works and Environmental Services (or his designate) to write to the Ministers of the Ontario Ministry of Environment, Conservation and Parks (OMECP), the Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA), as well as the Canadian Food Inspection Agency (CFIA), in consultation with the Mayor and rural Councillors, to outline key concerns and potential considerations from Ottawa’s perspective to help inform the development of the Best Management Practices aimed at pelletized biosolid producers and local farmers.

SPEED REDUCTIONS GATEWAY ZONES IN LOWERTOWN, SANDY HILL AND VANIER

 

COMMITTEE RECOMMENDATIONS
That Council approve that the speed limit be lowered to 30 km/h through the implementation of 30 km/h Gateway Speed Limit Signs within residential areas bound by:
1.         Vanier Parkway to the East, Cantin Street to the West, Beechwood Avenue to the North and Montreal Road to the South; and
2.         North River Road to the East, Greensway Avenue to the West, Lenore Place to the North and Mark Avenue to the South; and
3.         King Edward Avenue to the East, Range Road to the West, Laurier Avenue East to the North and Lees Avenue to the South; and
4.         King Edward Avenue to the East, Charlotte Street to the West, Rideau Street to the North and Laurier Avenue East to the South; and
5.         Sussex Drive to the West, King Edward Avenue to the East, Murray Street to the North and Rideau Street to the South; and

A.

ZONING BY-LAW AMENDMENT – 5564 WILLIAM MCEWEN DRIVE

 

COMMITTEE RECOMMENDATION
That Council approve an amendment to Zoning By-law 2008-250 for 5564 William McEwen Drive to prohibit residential development on the retained farmlands and to permit a reduced lot width of 20 metres on the severed lands, as detailed in Document 2.

 

B.

OFFICIAL PLAN AND ZONING BY-LAW AMENDMENT - 2621 DONNELLY DRIVE

 

COMMITTEE RECOMMENDATIONS
That Council:
a.         Approve the proposed amendment to the Official Plan Volume 1 Schedule A by removing the Significant Wetland designation from the southern portion of 2621 Donnelly Drive, as detailed in Document 2; and
b.        Approve the proposed amendment to the Zoning By-law Amendment for a portion of 2621 Donnelly Drive from Environmental Protection Zone Subzone 3 (EP3) to Rural Countryside (RU), as detailed in Document 3.

1.         Approve the Office of the Auditor General’s approach and timeline to conduct the Quality Assurance Review – External Assessment; and
2.         Approve the revised Terms of Reference for the Audit Committee as set out in Document 1.

CONSERVATION AUTHORITIES – 2021 LEVIES

 

COMMITTEE RECOMMENDATIONS
That City Council:
1.         Approve the 2021 levies for the Rideau Valley, South Nation and Mississippi Valley Conservation Authorities as presented in Document 1, as outlined in this report;
2.         Authorize City staff to proceed with the negotiations with the Mississippi Valley Conservation Authority (MVCA) based on the estimates as per Document 2, including the issuance of appropriate long-term financing (of up to $1,000,000) to finance the capital expenditures which will be repaid by the MVCA; and
3.         Delegate authority to the City Treasurer/Chief Financial Officer, in consultation with the City Solicitor to finalize all necessary agreements, as described in this report.
