This Meeting was held through electronic participation in accordance with Section 238 of the Municipal Act, 2001 as amended by Bill 197, the COVID-19 Economic Recovery Act, 2020.

 

The Council of the City of Ottawa met on Wednesday, September 9th, 2020 beginning at 10:00 AM. The Mayor, Jim Watson, presided over the Zoom meeting from Andrew S. Haydon Hall, with the remaining Members participating remotely by Zoom.

Mayor Watson led Council in a moment of reflection.

Whereas Subsection 5(3) of the Municipal Conflict of Interest Act provides that where the interest of a Member has not been disclosed by reason of a Member’s absence from the meeting at which the matter is considered, the Member shall disclose the interest at the first meeting of the Council attended by the Member.

And whereas the Integrity Commissioner advised that, even though his preliminary belief is that I do not have a pecuniary interest in the item but since he feels that he must get further legal advice, in the interim, I should declare a conflict of interest out of an abundance of caution.

I, Councillor Rick Chiarelli, declare a direct pecuniary interest in the following matter considered by City Council August 26, 2020.

That Council:

1.         Enact a By-law in the form of Document 1 to exempt Tanger Outlets Ottawa from the store closing requirements of the Retail Business Holidays Act, and confirm the applicant fee, as described in this report;

2.         Add the words “Family Day” and remove “Good Friday” in the definition section of the draft by-law in Document 1 so that the list reads “(1) “holiday” means,

(a) New Year’s Day;

(b) Family Day;

(c) Victoria Day;

(d) Canada Day;

(e) Labour Day; and

(f) Thanksgiving Day.”; and

3.         Remove “2005” in the "Tanger Outlets Ottawa Proximity to Tourist Attractions" section of the report related to the Canadian Tire Centre on page 13, so that it reads “(v) the 2008 NHL entry Draft”.

WELLINGTON WEST BUSINESS IMPROVEMENT AREA BOUNDARY ADJUSTMENT

 

COMMITTEE RECOMMENDATIONS

That Council:

1.         Designate the area described by Document 1 as an expanded Business Improvement Area, under Sections 204 and 209 of the Municipal Act, 2001;

2.         Authorize and direct the City Clerk to send out a notice of Council’s intention to adopt a By-law to alter the existing Business Improvement Area boundaries, as described in Document 1, in accordance with Section 210 of the Municipal Act, 2001;

3.         Authorize and direct the City Clerk to prepare a By-law to designate the area as an expanded Business Improvement Area, as described in Document 1, in accordance with Sections 204 and 209 of the Municipal Act, 2001; and

4.         Enact the aforementioned By-law in accordance with Sections 204 and 209 of the Municipal Act, 2001, subject to the City Clerk receiving favourable results on the notices referred to in Recommendation 2, advising of the intention to adopt a By-law expanding the boundary.

MOTION – CITY / BIA GOVERNANCE WORKING GROUP

 

COMMITTEE RECOMMENDATIONS

That Council approve the following:

1.         Establish a temporary working group comprised of Senior Economic Development staff to be selected by the General Manager of Planning, Infrastructure and Economic Development, a representative of Legal Services, a representative of the Office of the City Clerk, representatives of City Council and board members of OCOBIA to review governance matters related to the relationship between BIAs and the City of Ottawa and bring forward recommendations for consideration as part of the Mid-Term Governance Review or, where applicable, 2022 Term of Council Governance Review;

2.         Direct the City Clerk to undertake an expression of interest among Members of Council to participate in the temporary working group, for consideration when this motion rises to Council on September 9, 2020; and

3.         That staff reach out to the Ottawa Board of Trade to identify any opportunities to consult with them on this matter.

WHEREAS, at the request of the Ottawa Coalition of Business Improvement Areas (OCOBIA), the Finance and Economic Development Committee (FEDC) is recommending Council establish a temporary working group to review governance matters related to the relationship between Business Improvement Areas (BIAs) and the City of Ottawa and bring forward recommendations for consideration as part of the Mid-Term Governance Review or, where applicable, 2022 Term of Council Governance Review; and

WHEREAS, as directed by FEDC, the City Clerk has undertaken a circulation for expressions of interest from Members of Council to participate in the working group; and

WHEREAS the remainder of the working group will be comprised of Senior Economic Development staff to be selected by the General Manager of Planning, Infrastructure and Economic Development, a representative of Legal Services, a representative of the Office of the City Clerk, representatives of City Council appointed by Council,  and board members of OCOBIA;

THEREFORE BE IT RESOLVED that the following Members of Council be appointed to participate in the City/ BIA Governance Working Group:

  1. Councillor Laura Dudas;
  2. Councillor Jenna Sudds;
  3. Councillor Eli El-Chantiry;

PLANNING COMMITTEE REPORT 28

 

7.

ZONING BY-LAW AMENDMENT – 388 AND 400 ALBERT STREET, 156 AND 160 LYON STREET

 

COMMITTEE RECOMMENDATION

That Council approve an amendment to Zoning By-law 2008-250 for 388 and 400 Albert Street, 156 and 160 Lyon Street to permit a mixed-use development consisting of three high-rise towers at 23, 29 and 35 storeys, as detailed in Document 2.

9.

ZONING BY-LAW AMENDMENT – 195 HUNTMAR DRIVE AND PART OF 2499 PALLADIUM DRIVE

 

COMMITTEE RECOMMENDATIONS, AS AMENDED

That Council approve:

1.         an amendment to Zoning By-law 2008-250 for 195 Huntmar Drive and part of 2499 Palladium Drive to permit a mixed-use subdivision, as detailed in Document 2 and amended by the following:

a.         modify clause 1.c. to read” “In Area C, from DR to R3YY [XXX5]”, instead of R3YY [2317];

b.        add an additional clause after current clause 5, for a new Exception XXX5 to Section 239, Urban Exceptions, which is to match exception 2317, except where an attached garage accesses a public street by means of a driveway that crosses a sidewalk, the attached garage must be setback at least 5.8 metres from the nearest edge of the sidewalk; and

c.         Clause 6, is renumbered to clause 7.

2.         that pursuant to subsection 34(17) of the Planning Act, no further notice be given.

APPLICATION FOR DEMOLITION OF 347 GILMOUR STREET AND ALTERATION OF 278 AND 280 O’CONNOR STREET, PROPERTIES LOCATED IN THE CENTRETOWN HERITAGE CONSERVATION DISTRICT, DESIGNATED UNDER PART V OF THE ONTARIO HERITAGE ACT

 

COMMITTEE RECOMMENDATION

That Council:

1.         approve the application to demolish 347 Gilmour Street according to plans submitted by M. David Blakely Architect Inc., dated July 2019 and received on June 19, 2020 conditional upon;

•          Documentation of the building be undertaken for deposit at the City of Ottawa archives to the satisfaction of Heritage staff;

2.         approve the application to alter the buildings at 278 and 280 O’Connor Street according to plans submitted by M. David Blakely Architect Inc., dated March 31, 2020 received on July 19, 2020, conditional upon:

•          The implementation of the conservation measures outlined in the Cultural Heritage Impact Statement attached as Document 12 and further detailed in Document 13, Conservation Conditions;

3.         delegate authority for minor design changes to the General Manager, Planning, Infrastructure and Economic Development Department; and

4.         approve the issuance of the heritage permit with a three-year expiry date from the date of issuance unless otherwise extended by Council.

OFFICIAL PLAN AMENDMENT AND ZONING BY-LAW AMENDMENT - 278 O’CONNOR STREET, 280 O’CONNOR STREET AND 347 GILMOUR STREET

 

COMMITTEE RECOMMENDATIONS, AS AMENDED

That Council:

1.         approve an amendment to the Centretown Secondary Plan for 278 O’Connor Street, 280 O’Connor Street and 347 Gilmour Street to permit a six-storey residential building, as detailed in Document 2;

2.         approve an amendment to Zoning By-law 2008-250 for 278 O’Connor Street, 280 O’Connor Street and 347 Gilmour Street to permit a six-storey residential building, as detailed in Document 3;

3.         because the report number and Document 3 circulated as part of the Public Notification differs from the one published on the electronic agenda, the latter being the final version, confirm that the report number is ACS2020-PIE-PS-0083, not ACS2019-PIE-PS-0083; and that the following changes were made to 2. b) in Document 3:

            First provision: replace “5.7 metres” by “3.9 metres”; Eight provision: replace “2.6 metres” by “2.2 metres”; Tenth provision: delete “after 16 metres from front lot line”; Eleventh provision: delete “after 16 metres from front lot line”; Twelfth provision: delete “after 16 metres from front lot line”; Fifteenth provision: replace “23 metres” by “35 metres”; Sixteenth provision: replace “23 metres” by “35 metres”; Add the provision: “minimum width for a double traffic lane driveway providing access to a parking garage: 3.4 metres”; Last provision: add “and (4)” before “do not apply”.

4.         approve that, pursuant to the Planning Act, subsection 34(17), no further notice be given.

WHEREAS an application for a new six-storey, mid-rise apartment dwelling to be integrated with portions of two existing heritage buildings was considered by Planning Committee on August 27, 2020; and

WHEREAS the report ACS2020-PIE-PS-0083, Official Plan Amendment and Zoning By-law Amendment - 278 O’Connor Street, 280 O’Connor Street and 347 Gilmour Street, proposes an amendment to the permitted building height and performance standards; and

WHEREAS the reduced minimum visitor parking space rate was omitted in Document 3 - Details of Recommended Zoning;

THEREFORE BE IT FURTHER RESOLVED that the following provision be added to 2. b) in Document 3:

-          minimum visitor parking space rate: 0.09 per dwelling unit.

AND BE IT FURTHER RESOLVED that pursuant to the Planning Act, subsection 34(17) no further notice be given.

12.

ZONING BY-LAW AMENDMENT – 65 ACACIA AVENUE

 

COMMITTEE RECOMMENDATION

That Council approve a minor amendment to Zoning By-law 2008-250 for 65 Acacia Avenue to permit a four-storey low-rise apartment building, as detailed in Document 2.

13.

ZONING BY-LAW AMENDMENT – 2070 SCOTT STREET AND 328 WINONA AVENUE

 

COMMITTEE RECOMMENDATIONS

That Council approve:

1.         an amendment to Zoning By-law 2008-250 for 2070 Scott Street and 328 Winona Avenue to permit a 25-storey mixed-use development, as detailed in Document 2;

2.         that the implementing Zoning By-law not proceed to Council until such time as the agreement under Section 37 of the Planning Act is executed.

14.

ZONING BY-LAW AMENDMENT – 339-343 GLOUCESTER STREET

 

COMMITTEE RECOMMENDATIONS, AS AMENDED

That Council approve:

1.         an amendment to Zoning By-law 2008-250 for 339-343 Gloucester Street to permit a 21-storey high-rise apartment building, as detailed in Document 2, as amended by the following:

a.         replace Section 1 with: “Rezone the property known as 339, 341, and 343 Gloucester Street, shown in Document 1, from R5Q H(64) to R5Q [XXXX] H(64)”;

b.        section 1 becomes Section 2;

c.         in the fourth and fifth subsections of section 2 (b), replace “double traffic lane” where it occurs with: “two-direction controlled single traffic lane”

2.         that pursuant to the Planning Act, subsection 34(17), no further notice be given.

STO TRANSIT STUDY FOR GATINEAU’S WEST END: INTEGRATION WITH OTTAWA

 

COMMITTEE RECOMMENDATION

That Council receive this interim report for information.

WHEREAS at the Transportation Committee meeting of September 2, 2020, received the interim status report entitled STO Transit Study for Gatineau’s West End: Integration with Ottawa; and

WHEREAS Transportation Services Staff were requested to provide additional information, including with respect to transit operations and the impacts of the proposed corridor options on the City’s transit system; and

WHEREAS the General Manager of Transportation Services issued a Memorandum dated September 8, 2020 providing additional details in this regard, supplementary to the information included in the staff report; and

WHEREAS a correction is required to a statement in the Executive Summary where the Sparks Street tunnel portal was described as being near the site of the Victims of Communism Monument, while it will actually be further to the east and therefore reference to the Monument should be deleted;

THEREFORE be it resolved that the September 8, 2020 Memorandum to Council from the General Manager of Transportation Services be appended as Document 6 to the staff report; and

BE IT FURTHER RESOLVED that the report be amended to remove the reference to the Sparks Street tunnel portal as being near the site of the Victims of Communism Monument.

17.

INSTALLATION OF SAFETY ENHANCEMENTS ON BANK STREET CANAL BRIDGE

 

COMMITTEE RECOMMENDATIONS

That Council approve:

1.         The proposed conceptual design of Bank Street Bridge, as described in this report;

2.         That $300,000 be moved from project #909077 RCFS Facility Upgrades from funds allocated to Capital Ward Splashpad Project no longer moving ahead to project # 908587 Bank St. Canal Bridge and Culvert project.

3.         That this project be a candidate to receive future stimulus funding from the Federal or Provincial Governments related to infrastructure in support of active transportation.

A.

FRONT-ENDING REPORT – FRONT ENDING OF THE COSTS OF THE DESIGN AND CONSTRUCTION OF 5.9 KILOMETRES OF 600 MM DIAMETER FORCEMAIN FOR THE SERVICING OF THE VILLAGE OF RICHMOND

 

 

COMMITTEE RECOMMENDATIONS

That Council:

1.         Provided that Caivan Communities withdraw their appeal from the City’s Development Charges By-law (2019-156) in respect of the Village of Richmond area specific charges:

a)        Authorize the City and delegate authority to the General Manager, Planning, Infrastructure and Economic Development Department, to enter into a modified Front-Ending Agreement (the “Agreement”) with Mattamy (Jock River) Limited in relation to the design and construction of 5.9 kilometres of 600-millimetre diameter forcemain, from the existing twinned 600-millimetre diameter forcemain at the overflow lagoon to 5.9 kilometres along Eagleson Road, as outlined in this report, in accordance with the Front-Ending Agreement Principles and Policy set forth in Documents 1 and 2 and with the final form and content being to the satisfaction of the City Clerk and Solicitor;

b)        Pursuant to said Agreement, authorize the receipt from Mattamy (Jock River) Limited of $11,647,179 plus applicable taxes in accordance with the Agreement, to fund the above-described works which are to be completed by the City;

c)        Pursuant to the said Agreement, upon receipt of the above-described funds, authorize the City to tender drawings and specifications for the said works and provide contract administration and site inspection for their construction;

d)        Pursuant to the said Agreement, authorize financial disbursements to reimburse Mattamy (Jock River) Limited to a total of $11,647,179 plus applicable taxes, funded as follows:

i.          Area specific development charges collected, on a schedule to be set out in the Front-Ending Agreement and which maintains priority of funding for currently planned area-specific development charge-funded projects, pursuant to the Front Ending Agreement, to an upset limit of $8,735,384 plus applicable taxes;

ii.         Sewer reserves to an upset limit of $2,911,795 plus applicable taxes.

AMENDMENT TO THE ENGINEER’S REPORT FOR THE REGIMBALD MUNICIPAL DRAIN

 

COMMITTEE RECOMMENDATION

That Council adopt the Engineer’s Report prepared by Robinson Consultants Inc., entitled Amendment to the Engineer’s Report for the Regimbald Municipal Drain dated February 2020 and give 1st and 2nd reading to the By-law attached as Document 2 to this report in accordance with Sections 42 and 45 of the Drainage Act of Ontario.

That Council approve an amendment to Zoning By-law 2008-250 as detailed in Document 1, to allow Ottawa's schools the flexibility to locate portables, outdoor classroom spaces, and other school facilities in any Residential, Mixed-use/Commercial, Institutional or Open Space and Leisure zone and certain Rural zones, given the imperatives of the COVID-19 pandemic.

COMMITTEE RECOMMENDATION

That Council delegate authority to the General Manager, Planning, Infrastructure and Economic Development Department to enter into a Front-Ending Agreement for the above ground traffic signalization at Eagleson Road and Romina Street/Emerald Meadows Drive (DC Item # 1.05244 – 2019 Study) to be partially front-ended by Claridge Homes at an upset limit of $250,000 (including applicable H.S.T.) with reimbursement to occur in 2021.

a)        Sherbourne Road to the west, Byron Avenue to the north, Churchill Avenue to the east, Carling Avenue to the south (Zone 1);

b)        Parkdale Avenue to the west, Carling Avenue to the south, Preston Street to the east, Gladstone Avenue to the north (Zone 2); and,

2.         A speed limit of 30 km/h on Bayswater Avenue between Gladstone Avenue and Somerset Street

WHEREAS on March 9, 2020, the Government of Canada introduced Bill C-8, An Act to Amend the Criminal Code (Conversion Therapy); and,

WHEREAS conversion therapy is defined by Bill C-8 as:

“… a practice, treatment or service designed to change a person’s sexual orientation to heterosexual or gender identity to cisgender, or to repress or reduce non-heterosexual attraction or sexual behaviour. For greater certainty, this definition does not include a practice, treatment or service that relates

(a) to a person’s gender transition; or

(b) to a person’s exploration of their identity or to its development.”; and

WHEREAS the Preamble to Bill C-8 cites the harmful effects to persons subjected to conversion therapy, particularly children, as well as the broader harms it causes to society by promoting myths and stereotypes about sexual orientation and gender identity; and

WHEREAS several associations for health professions, such as the Canadian Psychological Association, the Canadian Psychiatric Association and the Canadian Paediatric Society, have denounced conversion therapy as a practice due to its harmful effects; and

WHEREAS some activities associated with conversion therapy may be criminal offences under the Criminal Code of Canada in certain circumstances, such as kidnapping, forcible confinement, assault, and fraud; and

WHEREAS the regulation of conversion therapy is better sanctioned at the criminal level because of its pervasive harms to persons; and

WHEREAS any municipal prohibition on or regulation of conversion therapy may face legislative and jurisdictional challenges, and are often practiced in secret outside of formal business settings, which are difficult for municipalities to regulate and enforce; and

WHEREAS it is deemed that regulation of this practice is better addressed at the federal level where it can be criminalized; and,

BE IT RESOLVED that City Council formally denounce the practice of conversion therapy as harmful for individuals, and to society by promoting myths and stereotypes about sexual orientation and gender identity; and

BE IT FURTHER RESOLVED that the Mayor be directed to send a letter to the Prime Minister of Canada, the Minister of Justice and the Attorney General, and the Minister of Diversity and Inclusion and Youth, to express support for the reintroduction of Bill C-8, An Act to Amend the Criminal Code (Conversion Therapy) as soon as possible in the upcoming session of Parliament, and to encourage the Government of Canada to pass and implement this legislation in an expeditious manner; and

BE IT FURTHER RESOLVED that City Council hereby encourages anyone who may have experienced this harmful practice to reach out for help to the various supports in the community such as The Community Information Centre of Ottawa (211), Community Health Centres across the city, Family Services Ottawa – Around the Rainbow, The Royal Mental Health Centre, the Distress Centre of Ottawa’s Mental Health Crisis Line, and the Youth Services Bureau of Ottawa’s Integrated Crisis Service, amongst others; and

BE IT FURTHER RESOLVED that City Council hereby encourages anyone who suspects that any criminal activity associated with conversion therapy, such as kidnapping and forcible confinement, has taken place, to report that activity to the Ottawa Police.

MOTIONS REQUIRING SUSPENSION OF THE RULES OF PROCEDURE

BE IT RESOLVED that Council suspend the Rules of Procedure to permit the introduction of the following motion, in order to respond in a timely manner to support the local economy as a result of restrictions imposed to address the COVID-19 pandemic:

WHEREAS the COVID-19 pandemic continues to evolve and is causing significant economic effects across the world and locally in Ottawa; and

WHEREAS on March 17, 2020, an emergency related to the COVID-19 outbreak was declared in the whole of the Province of Ontario, pursuant to Section 7.0.1 of the Emergency Management and Civil Protection Act, as set out in Order in Council 518/2020; and

WHEREAS as part of the emergency declaration, restaurants and retail stores have been significantly limited in their operations, which has resulted in substantial local economic impacts; and

WHEREAS due to the ongoing COVID-19 situation and the anticipated capacity restrictions from the Province of Ontario and associated recommendations from Ottawa Public Health that physical distancing be practiced in order to decrease transmission, which will limit the capacities restaurants and their outdoor patios compared to previous years; and

WHEREAS the City of Ottawa requires permits, processing fees and fees based on the size of the right of way patio and number of seats for café, in accordance with the provisions of the Right of Way Patio By-law No. 2017-92, which includes ensuring a minimum two-metre pedestrian clearway, and compliance with the requirements of the Accessibility Design Standards; and

WHEREAS local businesses and the Economic Partners Task Force have advocated for less regulation and lower fees to help small businesses as part of the recovery efforts; and

WHEREAS the City of Ottawa can continue to support the local economy by providing a waiver of the right of way patio and café permit fees, and waiving the limit on the number of tables and chairs for café seating for the winter patio season (November 1, 2020 to March 31, 2021); and extending the Temporary Zoning By-law amendment for Outdoor commercial patios and pop-up retail stores (By-law 2020-223) to December 31, 2020.

BE IT RESOLVED that Council approve the following:

i)     Waive the monthly rate for right of way patios, and the annual permit fee for Café seating permits for the winter patio season (November 1, 2020 to March 31, 2021); however, continue to collect the permit application fee of $62 to ensure that permits are acquired;

ii)    Amend the Right of Way Patio By-law such that for the winter patio season (November 1, 2020 to March 31, 2021), an applicant to the Café seating program may request an unlimited amount of Café seating permits (to expand beyond the 4 table, 8 seat cap) where space exists, at the discretion of the General Manager, PIED;

iii)   Fund the estimated $3,000 in lost revenues from within Planning, Infrastructure and Economic Development’s operating budget;

iv)  Approve the enactment of an amendment to Temporary Zoning By-law amendment 2020-223 for Outdoor commercial patios and pop up retail stores to extend the duration of the temporary zoning to December 31, 2020.

That the Rules of Procedure be suspended to consider the following motion as Childhood Cancer Awareness month has commenced prior to this City Council meeting.

WHEREAS on May 11, 2017 as a result of a controversial flag raising at Ottawa City Hall, a comprehensive review of the City’s Flag Protocol Procedures was conducted to establish objective guidelines by means of which flag raising requests are considered; and

WHEREAS on October 9, 2017, a revised Flag Protocol Procedure was enacted to include the following criteria, namely that: an organization seeking to have its flag flown on the City’s property must have a mandate, program or activity that is directly connected to the municipality by way of a relevant funding or partnership agreement; or, it aligns with relevant days of awareness, celebration, importance, commemoration or promotion, as recognized by the Ontario Provincial Government and/or the Canadian Federal Government, or a Ministry or Department thereof; and

WHEREAS the month of September is recognized as Childhood Cancer Awareness Month by the Canadian Cancer Society; however, it does not meet   the objective criteria in the revised Flag Protocol Procedures as it is not officially recognized by the Federal or Provincial Government, or a Ministry or Department thereof; and

WHEREAS cancer is the leading cause of disease-related deaths for Canadian children, with 1,700 cases diagnosed annually and with some cancers being terminal upon diagnosis;

THEREFORE BE IT RESOLVED THAT Council petitions the Federal and Provincial Governments to formally recognize the month of September as Childhood Cancer Awareness Month; and

BE IT FURTHER RESOLVED THAT in conjunction with the Canadian Cancer Society, Ottawa City Council recognizes September 2020 as Childhood Cancer Awareness Month.

WHEREAS in keeping with its powers set out in the Municipal Act, 2001, Council may assign a commemorative name by resolution, notwithstanding the provisions included in the Commemorative Naming Policy; and

WHEREAS residents of the City of Ottawa have relied on Boushey's Fruit Market, at the corner of Elgin and Waverley street, for 70 years; and

WHEREAS the past three generations of the Boushey family has run the market since 1946; and

WHEREAS the Boushey’s Fruit Market has been a prominent fixture in downtown Ottawa, offering a wide range of diverse food; and

WHEREAS the history of the Boushey’s Fruit Market is remembered and treasured by many residents of the City of Ottawa;

AND WHEREAS this proposal was circulated to establishments along Elgin St. with overwhelming responses in support of the proposal;

THEREFORE BE IT RESOLVED that Waverley Square, located at the corner of Elgin and Waverley streets be renamed the “Boushey Square”; and

BE IT FURTHER RESOLVED that an appropriate stand and plaque be installed in the square displaying the name “Boushey Square” and including a brief history of the Boushey’s Fruit Market contributions; and

BE IT FURTHER RESOLVED that all costs related to the production and installation of the stand, plaque and subsequent event will be funded through the Councillor’s office.

WHEREAS in response to a recent Council Inquiry with respect to Cyberbullying (OCC 20-07), City staff indicated Ottawa City Council has established codes of conduct setting out ethical behavior expected of elected officials, appointed citizen members on boards or commissions of the municipality, and City staff; and

WHEREAS these codes of conduct could be applied to a variety of violations, they are not specific or tailored to address the types of cyber bullying or attacks that can occur on social media forums; and

WHEREAS the Inquiry response presented examples, at the municipal, provincial and federal levels of government, of social media guidelines or interpretation bulletins that specify how an existing code of conduct applies to social media use/behaviour; and

WHEREAS in the Inquiry response, City staff indicated that “should Council request to have more clarity respecting how the Code of Conduct for Members of Council applies to social media behavior, that the Integrity Commissioner is prepared to respond to a direction from Council to produce an interpretation bulletin to specifically address social media behavior”;

THEREFORE IT BE RESOLVED that the Integrity Commissioner work closely with the Office of the City Clerk to review the existing Codes of Conduct with the goal of producing an interpretation bulletin to specifically address social media behavior by Councillors, Board and Commission members for inclusion in the 2018-2022 Mid-term Governance Review report.
